99.9% would be better, and would likely still achieve the goal. And don’t forget…Friedman is the guy who suggested “withholding” to FDR so that the government would get its cut of everyone’s wealth all year long rather than having to wait until tax time. Just imagine if everyone only paid tax to the government in April? Can you say revolution? He should be nobody’s hero.
