There can only be accountability if one demands it. Someone approved these funds. If they cannot identify the federal employee that did so, it’s automatically the Secretary of the Treasury. The buck starts and stops with him/her. It used to be call embezzlement.
You don’t go from making $175,000 a year to being a multimillionaire by accident.
Surely they aren’t making cash payments? If everything is paid with a government check, then everything should be traceable, albeit with difficulty.
