Top picture is bumper tagged as looks like MDNG 280MP meaning Maryland National Guard 280th Military Police. This would be an appropriate activation by the governor to enforce a shelter in place directive.
The other two I cant see the bumpers on so dont know what type of unit is being deployed.
Here in Florida the Governor activated 3 FLNATGuard medical units and posted one to Miami, one to Orlando and one, I think, someplace prepping for a rapid deploy to any city.
During Hurricane Season, if a hurricane looks like it’s going to hit, the Guard will set up outside the track, ready to roll in asap.
Nephew is on a Guard construction battalion. He’s usually deployed just inside the expected tropical storm wind cone.
Surprisingly, deployments like this are part of the mission. Get there in time or before time and prepare.
Now, if the governor of whatever state decides to play stupid games with that state’s Guard units, the Commander-in-Chief can nationalize them, taking all control away from said governor. It may require rapidly sending some senior commissioned officers to that state to replace political appointed Guard officers, but it can, and has been done in the past.
